Our task is to find the location of the image below. This site looks like an air base.

I decided to use Tineye.com for this task, but you can also use Google. I uploaded the image to Tineye and received 5 results.

I clicked on the first result, which led me to a Vietnamese news website. This is where Firefox’s translate feature comes in handy. I used the translate feature to convert the article into English. I scrolled down and found the image at the bottom of the article. The annotation below the image provides the location of the base.

Next, I searched Khmeimim air base in a search engine and found an article on Wikipedia about it.

So the flag is the following format:
country-governorate-district-airbasename-air-base
Based on the Wikipedia article, we can surmise the following:
Country: Syria
Governorate: Latakia
District: Jableh
Airbase Name: Khmeimim Air Base
